MANILA, Philippines (AP) - A Philippine senator who is wanted by the International Criminal Court for an alleged crime against humanity said Tuesday he will fight any attempt to send him to the global tribunal for prosecution, adding he never condoned extrajudicial killings when he led the country's police force. The ICC in The Hague unsealed Monday an arrest warrant for Sen. Ronald dela Rosa, a former national police chief who first enforced then- President Rodrigo Duterte's anti-drugs crackdowns that left thousands of mostly petty suspects dead. Originally issued in November, the warrant charges dela Rosa with the crime against humanity of murder of "no less than 32 persons" allegedly committed between July 2016 and the end of April 2018 in the Philippines.

PESHAWAR, Pakistan (AP) - A bomb rigged to a rickshaw exploded in a bazaar in northwest Pakistan on Tuesday, killing at least nine people and wounding more than two dozen others, police said, in the latest sign of escalating violence in the region bordering Afghanistan. The attack took place in Lakki Marwat, a district in Khyber Pakhtunkhwa province, local police chief Azmat Ullah said. He said that two traffic police officers and a woman were among those killed. Ullah provided no further details but said traffic police officers were apparently the target of the attack. The bombing also damaged nearby shops.

BANGKOK (AP) - Ship operators rely on a sludgelike substance known as bunker fuel to keep vessels running. The Iran war 's closure of the Strait of Hormuz has choked off the supply of this fuel that powers the global maritime industry and its largest refueling hub in Asia. Bunker fuel is a literal bottom of the barrel product: heavier and dirtier than the more expensive kinds of refined crude oil used by other vehicles like cars and airplanes, it sinks to the bottom of storage containers. But it helps move the 80% of globally traded goods that are transported by sea, and experts say that means a shortage of bunker fuel will translate to higher shipping costs, increase consumer prices and hurt the bottom lines of businesses worldwide.

KUALA LUMPUR, Malaysia (AP) - Malaysian authorities searched Tuesday for 14 missing Indonesians after a boat carrying over 30 people sank. The maritime office in central Perak state said that 23 people were rescued Monday by a local fishing vessel after the boat capsized off the island of Pangkor in Perak, adding it was believed to be carrying "undocumented migrants." Perak maritime chief Capt. Mohamad Shukri Khotob said the fishing vessel called for help after finding the people floating at sea before dawn. The search and rescue operation, which began Monday, would continue until all missing individuals were located, the statement said.

LOS ANGELES (AP) - A Southern California mayor has agreed to plead guilty to acting as an illegal agent for the Chinese government, and has resigned from her city position, officials said Monday. Eileen Wang, the mayor of Arcadia, was charged in April with one count of acting in the United States as an illegal agent of a foreign government. She was accused of doing the bidding of Chinese officials, such as sharing articles favorable to Beijing, without prior notification to the U.S. government as required by law. The 58-year-old was elected in November 2022 to a five-person city council, from which the mayor is selected on a rotating basis.

ISLAMABAD (AP) - Pakistan summoned a senior Afghan diplomat on Monday to lodge a formal complaint over a suicide attack in the country's northwest, bordering Afghanistan, that killed 15 police officers. Islamabad has blamed the late Saturday attack on the Pakistani Taliban, known as Tehrik-e-Taliban Pakistan, or TTP. Pakistani authorities have long accused the Taliban government of sheltering the TTP, a separate group but closely allied to the Afghan Taliban. Kabul denies the charge, saying it doesn't allow militants to use Afghan soil to attack other countries. The complaint was handed to the Afghan charge d'affaires, Pakistan's Foreign Ministry said in a statement, adding that "a detailed investigation into the incident, along with evidence collected and technical intelligence" indicated that the attack was "masterminded by terrorists residing in Afghanistan." Kabul was also told that Islamabad "reserves the right to respond decisively against the perpetrators of this barbaric act," the statement said.
