Russia's MC-21 Airliner Nears Production Despite Sanctions and Setbacks

Russia's MC-21 passenger aircraft has taken another step towards entering commercial production, but the long-delayed program has been significantly altered by Western sanctions, supply shortages and the loss of foreign technology.

Russia's MC-21 passenger aircraft has taken another step towards entering commercial production, but the long-delayed program has been significantly altered by Western sanctions, supply shortages and the loss of foreign technology.

An all-Russian version of the aircraft completed its first test flight in early August, with full-scale production scheduled to begin in 2027. The milestone comes almost a decade after the MC-21 was unveiled with ambitions of challenging Airbus and Boeing in the global narrow-body passenger aircraft market.

The aircraft was originally designed as a modern replacement for Soviet-era airliners such as the Tupolev Tu-154 and was promoted as a technologically advanced alternative to the Airbus A320 and Boeing 737.

At its 2016 unveiling in Irkutsk, the MC-21 attracted considerable attention from aviation specialists. Its original design featured a highly pressurised cabin, advanced flight controls and lightweight composite wings intended to improve efficiency and passenger comfort.

Aviation expert Steve Trimble, defence editor at Aviation Week, previously regarded the program as one of the industry's most underestimated aircraft projects.

However, much of the technology that initially made the aircraft attractive has since been replaced following the deterioration of relations between Russia and Western countries.

"Sanctions have deprived the MC-21 of most of the key technologies" that had distinguished the aircraft, Trimble said. Several advanced components were subsequently replaced with Russian alternatives that he described as significantly less capable.

The situation worsened after Russia's invasion of Ukraine in 2022, when Western sanctions cut the country's aviation sector off from many international suppliers.

The MC-21 had already been designed around a number of Western components, forcing Russian engineers to undertake extensive modifications rather than simply substituting individual parts.

"Russia was forced to replace foreign engines, avionics, and numerous other systems in an aircraft that had already been designed and was approaching production," said Andrei Menshenin, a Budapest-based flight operations officer.

The changes required parts of the aircraft to be redesigned and new systems integrated, while substantial additional testing and certification work was also required.

Among the most significant changes was the replacement of Pratt & Whitney engines and foreign composite materials originally intended for the aircraft's wings.

The resulting redesign has also increased the aircraft's weight. Reports have suggested the revised MC-21 is around six tonnes heavier than earlier versions.

That additional weight has contributed to a substantial reduction in range. Earlier versions were reported to have a range of about 5,100 kilometres, while the current aircraft has been cited at roughly 3,830 kilometres.

The reduction presents a particular challenge for Russia, whose vast geography means many domestic routes involve considerable distances between major cities. Some longer services could require refuelling stops if operated by the aircraft at its current specifications.

Nevertheless, Moscow is under growing pressure to establish a domestic passenger-aircraft industry.

Russian airlines continue to operate large numbers of Airbus and Boeing aircraft, despite difficulties obtaining Western-made spare parts and technical support. The Kremlin therefore regards domestic production as increasingly important to the long-term future of the country's aviation sector.

Yakovlev has also proposed another modification to the MC-21 that would shorten the fuselage and reduce passenger capacity in an effort to increase its range.

The proposal has not fully satisfied Russian President Vladimir Putin.

During a July visit to the Yakovlev plant, Putin was told that the shortened aircraft could have a range of approximately 5,000 kilometres. He responded that the range needed to be greater.

The pressure comes as Russia's aerospace industry faces another major obstacle: a shortage of skilled workers. The country's defence industry has been competing heavily for engineers, technicians and other industrial specialists as the war effort draws workers into military production.

Despite the challenges, Russian airlines have committed to purchasing hundreds of MC-21 aircraft.

Aeroflot, Russia's largely state-owned flagship carrier, announced in 2022 that it planned to acquire more than 200 MC-21s by 2030.

For the Russian government, such commitments are crucial to creating a domestic customer base capable of supporting production.

International sales, however, are expected to be much more difficult.

David Kaminski-Morrow, air transport editor at FlightGlobal, said the all-Russian MC-21 would probably struggle to attract customers beyond countries closely aligned with Moscow.

Potential buyers in those markets may already have access to Airbus and Boeing aircraft, while China has its own C919 passenger jet competing in the same broad segment.

The MC-21 will also face the challenge of establishing a global maintenance and support network, something that established Western manufacturers have spent decades developing.

For international airlines, purchasing an aircraft with less proven technology, reduced performance and a relatively untested support infrastructure would represent a significant risk.

The MC-21 may therefore eventually fulfil an important role in keeping Russia's domestic aviation industry operating, but its original ambition of becoming a major global competitor to Airbus and Boeing appears increasingly remote.

For now, the aircraft's journey towards production is as much a story of Russia adapting to isolation from Western technology as it is of the arrival of a new passenger jet.
